Improved communication and information-exchange between voluntary schemes in case of certification-related issues

In response to the European biodiesel market being flooded with vast quantities of Chinese biodiesel with partially doubtful declarations of origin and feedstock, the voluntary schemes ISCC, 2BS, KZR INiG, RSB and REDcert have agreed to improve their already established communication channels for exchanging certification-related information. As all schemes already provide a publicly available and up-to-date list of certificates indicating the status and scope of an economic operator’s certification – including the certification history under the particular scheme – there will be now a systematic and immediate exchange of suspended and withdrawn certificates between those schemes. ucrop.it, official 2BS partner platform for Sustainable Landscape Verification in LATAM

ucrop.it is endorsed by 2BS as an official platform in Latin America to scale the criteria of the 2BSvs certification. New technical references on RED II: points of change on 2BS updated Standards and Procedures

Last June, the European Commission published the Commission implementing regulations 2022-996. This document brought new technical references to the RED II, directly impacting the sustainability certification process within the fuel market. Regarding the new directives, last August, 2BS submitted to the European Commission an updated documentation. Following the Implementing Regulations, we proposed a revision of our Standards 01 and 02 and Procedures (PRO 01,02,03,04,05,06). European Commission recognises NUTS2 typical values for Argentinian soybean cultivation.

The European Commission recognized, on September 26th, the report submitted by Argentina with typical greenhouse gas emission values from the local cultivation of soybeans (NUTS2 values). These values are applicable within the biofuel market. They are an average of the greenhouse gas emissions from the cultivation of soybeans, associated with a specific area or region: Typical values recognized by the European Commission to be used for greenhouse gas emissions from soybean cultivation in Argentinian regions (NUTS2 values). We are pleased to inform about the publication in the Official Journal of the European Union of Implementing Regulation 2022/996 dated June 27, 2022. The document can be downloaded here. This regulation specifies the rules for implementing the RED II directive. The published text comes into force on June 30, 2022. Recognition Of The Voluntary Scheme 2BSvs By The European Commission

The recognition of the 2BSvs Voluntary Scheme by the European Commission has been officially renewed on 8 April 2022. The publication of the implementing decision in the Official Journal of the European Union recognises 2BSvs for the whole field of application of RED II, namely: biofuels, bioliquids, biomass fuels, non-organic renewable liquid and gaseous fuels, as well as recycled carbon fuels. Common statement for the recognition of the Voluntary Schemes under RED II

We, the undersigned Voluntary Schemes would like to clarify the following: Recognition under RED II: In a letter dated 10th July 2021, the European Commission has informed Member States that some voluntary schemes have successfully passed the preliminary assessment for the formal recognition under RED II (i.e. are technically compliant with RED II). The following schemes are considered at this stage as having closed the outstanding issues in their preliminary assessment reports: 2BSvs, Better Biomass, Bonsucro EU, ISCC EU, KZR INiG, REDcert, Red Tractor, RSB EU RED, RTRS EU RED, SQC, TASCC, UFAS, SURE. Transition from RED I to RED II

As you may be aware, 2BS is currently in the recognition process by the European Commission as a voluntary scheme for the Directive RED II (Renewable Energy Directive (EU) 2018/2001). We wish to update our customers regarding to the current stage of this transition between RED I and RED II and to share with you the possible evolutions expected in the coming weeks. Countries that have not forwarded the NUTS 2 values in the new units (grCO2eq / Kg of dry matter) to the European Commission – Applicable rules

Operators in European countries that have not forwarded the NUTS 2 values in the new units (grCO2eq / Kg of dry matter) to the European Commission have three alternatives for drafting the sustainability claims, for managing and communicating GHG emissions in the supply chain for biofuels. 1 – Use the total default value of the biofuel production pathway in grCO2 /MJ as per Annex V, sections A and B. European Union – Unit of transmission of NUTS 2 values (GHG)

As from 1 August 2017, the unit of transmission of NUTS 2 * emissions in the biofuel chain of custody must be made exclusively in gr CO2 / dry-kg of feedstock. Operators can use the values their Member State has passed on to the European Commission. The NUTS 2 values in the new unit for the European Member States, are published on the Commission’s website. This new GHG requirements resulting from EC note (BK/abd/ener.c.1(2015)4507918) are obligatory to be implemented for all the systems owner recognised by EC after the July 2016.

The 2BSvs standard is now recognized for wastes and residues from their points of origin

Following the communication of the European Commission, in its letter of October 10th 2014, and to clarify the 2BSvs certification scheme for raw materials perimeter say waste and residues, 2BSvs scheme submitted certification extension rules of waste and residues channel for the entire certificate chain, points of origin waste and residues included. This extension of 2BSvs requirements is included in the procedure 2BSvs PRO 04. These requirements are integrated directly into both existing standards of repository that are 2BSvs-STD01 and STD02-2BSvs. This allows the 2BSvs scheme to cover the entire certification chain for the production of biofuels from wastes and residues from their place of production and respond to the communication of October 10th 2014.
